ITANAGAR, Dec 14: Taking serious note of the public harassment due to shortage of PDS items in the state, the Arunachal Pradesh Fair Price Shop Dealers Welfare Association today served a seven days ultimatum to the state government to restore supply of PDS items in all the FCI Godowns of the state thereby enabling the Fair Price Shop owners to procure PDS items for public distribution. the common problem of manpower shortage and lack of official accommodation in the
districts due to which efficiency of the administration and law enforcement has been
facing impediments at every level of governance. He also took note of specific district-

AASU intensifies agitation against 2000 mw Subansiri Lower HE Project

GOGAMUKH, (Assam), Dec 14: Alleging the National Hydroelectric Power Corporation (NHPC) of failing to act on the recommendation of an expert panel that pointed out perils of ongoing 2000 MW Subansiri Lower Hydro Electric Power Project, the All Assam Students’ Union (AASU) today intensified its ongoing movement and warned the authority for stopping the construction works.

The committee was formed after a tripartite meeting between the Assam government, the power corporation and the AASU in December 2006.
Talking to this correspondent at Gogamukh today, the President of Dhemaji district unit of AASU, Chitraranjan Basumatary said that the governments of Assam and Arunachal nurturing an “escapist” attitude regarding the issue since the expert committee panel on the downstream impact of the ongoing Subansiri Lower project had submitted its recommendations.
“As a part of our ongoing agitation, we have demonstrated the diverse protest against the NHPC authorities for continuing with construction of the dam ignoring the expert committee report on the downstream impact of the dam project. Our delegates had met the Assam Governor, who had assured to pursue the matter with the central government. We have also moved the Arunachal Government to reconsider on approval of the mega dam project in Arunachal rivers but the authority is playing a dictatorial manner in this regard”, said AASU Finance Secretary Tularam Gogoi, who led the protest programme at Gogamukh today.

Skit show during World Aids Day makes impact
NEOTAN, Dec 14: Seva Kendra Miao organized an AIDS awareness programme at Government Higher Secondary School, Kharsang on the eve of “World AIDS Day”.
There were around 750 students from Class IX to XII who participated in the program along with the Principal and staff of the school.
Sister Sicily, Health Coordinator of Seva Kendra was the main resource person who educated students largely on the threats posed by HIV/AIDS.
While throwing light on the ways to prevent AIDS, the resource person articulated the need for change of sexual behaviors of the teens and adults and care of affected patients in the family and community. The queries thrown by parents were answered and solutions to it shared. Students of New Man School, Neotan performed a very effective skit to educate students and public by drawing a message “I am the AIDS, devastation of human being through unprotected sex, sharing of syringes among druggists and blood transfusions from the affected patients.
The skit show made such an impact that Newman school authority has expressed keenness to introduce subject on AIDS and sex education in the school.

Where was NYWA?
Dear Editor,
As far as our knowledge is concerned, the TOI and Deccan Chronicle issue is not an ordinary issue as it is closely related with the sentiment of whole Nyishi community. We are observing the whole episode closely and we know that the issue has been taken up maturely by NES and ANSU rightly from the beginning. Therefore, my curious question is who is this Nyishi Youth Welfare Association (NYWA) to suddenly raise this issue? Where were they five months ago when whole community was fighting for this issue?
What is their validity to talk on behalf of whole Nyishi Community? Who has authorized them to harass the general public? Who are these genius people to call capital bandh on exam day?
I strongly appeal all those personal and self declared organizations, associations not to talk on behalf of whole Nyishi Community and not to interfere in TOI issue and dilute them.
I also appeal general public, politicians, businessmen and government officers not to encourage this trend by giving donation to these unscrupulous unions and organizations. They will not hesitate to bite back in future if you do not keep donating money.
The government, particularly Home Department should take strong action against those people responsible for such low grade drama. And we suggest the concern authority to book them under appropriate section of the law and put them behind bar so that no one take capital complex to ransom by calling bandhs. As Supreme Court has already issued the order to take action against illegal bandh caller, government has every right to arrest these bandh callers.
Last but not least, being a Nyishi youth I appeal all Nyishi brethren not to form any more organization/ association in the name of Nyishi for personal interest as whole Nyishi Community counts more than you and your interest.

Imagination running wild
Dear Editor,
Every day, on my way to work, I have been noticing an old building lying demolished near the tennis court.
Having heard rumours that well placed people have taken land allotments inside the now shrinking park, I assumed someone had captured that piece of land to build another monstrous ugly building to add to the sad scenery of Itanagar.
After reading a citizen’s letter – Let the Convention Centre come up, I applaud him/her for making the effort to clear up misconceptions regarding the construction of Convention Hall at the park. If this project is completed as planned and on time, the citizens of Itanagar will be the biggest benefactors of this project as it will give them access to documentary screenings, art exhibitions and much more. And if this project helps the park become a place for people to take walks, for children to gleefully run around, for families to spend time together, I raise both my hands in support! Hopefully, it will become the cultural hub of our town which so far lacks a sense of culture, identity, a soul.
The parking facility will be an added bonus. Itanagar is in dire need of a system where traffic is eased on the roads. Broad footpaths are required so that people can take pleasure in walking to places without the fear of being splashed with water from puddles or mowed down by speeding motorcycles and cars. May I be so bold as to suggest an avenue plantation of trees along the roads as well?
I’m imaging a town where there will be no garbage, no puddles, no spitting on the streets, no traffic jams and a town with happy friendly people.
Will something as simple as this come true or will people say I’ve let my imagination run wild.

Make the BSNL functional
Dear Editor,
I would like to draw attention of the BSNL authority towards the frequent failure of network at Geku EAC headquarters in Upper Siang District.
The BSNL network problem is because of long cable connection from Itanager to Geku via Itanager, Dhemaji, Aalo, Boleng,Yinkiong roads.
The cables are sometime breached by natural factors like landslide and sometimes ignorant people cut the wire.
The BSNL tower was completed in 2009, but it remained without Satellite. So my earnest request to BSNL authority is to install Satellite at Geku.

Wasn't it their duty to inform all the shopkeepers a day before to open their shops or they could have published in local daily as was published by the bandh callers 5 days earlier?

Dear Editor,
We the unemployed civil engineers are very unhappy and angry over the big blunder committed by the APPSC. I had prepared very sincerely for the exams but I did not get selected. I moved on with the result thinking that some other candidates must have performed better. But thanks to your daily which revealed the actual truth.
I would like to mention that the whole examination process has been doubtful.
Plus to deliver result of 509 candidate, Commission took it 6 months.
Icongratulate Arunachal Times for disclosing the truth and also congratulate my fellow engineers for taking the bold steps.
I hereby request the commission to conduct fresh exam for the same. Dont let us run out of patience. I request all the members of association of unemployed engineers of Arunachal and also all the unemployed candidates to take up the issue seriously. I also request my fellow engineers to file RTI. The form of RTI can be downloaded easily from the internet. Let’s not give up on what is ours.

Re evaluate the papers
Dear Editor,
Through your esteemed daily, I want to make a mass appeal regarding the recent AE exam blunders. I don’t doubt the integrity of APPSC but of the one who evaluated the papers. All the unfair evaluations and in some case papers not even evaluated as cited in the daily points finger towards the malodorous intention of the evaluator giving undue advantage to few candidates. Every evaluator whatever the exam may be usually evaluates paper of candidates ranging thousands but in this case its meager five hundred so such blunder really doesn’t seem as real blunder.
So, I request all my fellow candidates to appeal for re evaluation of papers of every candidate with a minimum of three evaluators. Even after reevaluation my fellow candidates who were selected fairly would still be selected just filtering the one who got through owing to blunders. I am not saying that I will be called for interview after reevaluation but at least I will be at peace to acknowledge that those selected candidates are the one who really worked harder than me and really deserves it.

A World Bank report dealing with the economics of effective prevention says that

The report predicts rising exposure to storms and earthquakes in the coming years making Asia and Pacific regions most vulnerable to natural disasters. Going by the report’s estimates, India will experience thrice the number of earthquakes by 2050. This puts disaster management in the spotlight of future policy framework.
Disasters come with heavy economic loss, accompanied by even heavier burden of relief
and reconstruction. They have dealt a serious blow to many economies by widening
budgetary deficits. When floods struck Pakistan in 2011, the budgetary deficit rose
from 4.5% to 7.5-
Traditionally, government spending on prevention is lower than relief spending. The report underlines that creating institutions for disaster risk mitigation and preparedness which employ early warning systems, effective information dissemination, incentives to promote individual disaster prevention and smart infrastructures can significantly decrease the costs in dealing with natural disasters.
The first policy implication is to make information available on hazards public and accessible. Another aspect important for India is infrastructure.
